A Significant Event

At the conference held by a regional branch of the Conceptual Party «Edinenie»(CPE) on July 12, 2003 in Saint Petersburg it was established by a unanimous vote to appoint Efimov Victor Alekseevich, a present executive vice-president of the CPE as a candidate to enter the election of the St. Petersburg Administration Chairperson on September 21, 2003. As the Chairman of the CPE, Petrov Konstantin Pavlovich, and Zaznobin Vladimir Mihajlovich, one of the authors of «Public Security Conception: Dead Water» (PSC), stated that after 11 years of delivering «Dead Water» into the masses domestically and abroad, there had been achieved an adequate level of information saturation as well as a staff profoundly skilled in the conception of «Dead Water», which together would allow for the CPE to enter election campaigns of various levels. Efimov Victor Alekseevich — is a worthy nominee on a post of the St. Petersburg Administration Chairperson by all criteria: his profound knowledge of PSC, his ability to present it in a clear, concise manner to any audience, his extensive operational experience in people management in various fields, including city management in St. Petersburg fully qualify him for this high responsibility. His expertise comes from wide-ranging backgrounds, such as banking as well as macro-and micro- economics. Not only he is well’ known and respected within the city circles, but also he had gained recognition nationwide and abroad for his conceptual works in Public Security Conception and his coverage of economics. Most importantly — he has taken firm position of support and implementation of PSC conceptual platforms from the very beginning and, despite of the difficulties and arising barriers, steadily stood on those positions. Efimov Victor Alekseevich is also one of the first founders of the Conceptual party «Edinenie» (CPE).

As to entering the election process of the St. Petersburg Administration Principal, Petrov K.P. has mentioned that «it was a God’s will to begin active implementation of PSC at a structural level in a city where at the end of 80’s — in the beginning of 90’s springs of “Dead and Enlivening Waters” had started to beat».

It is a meaningful event for all our country because Efimov’s candidature as a representative of the Conceptual Party «Edinenie» entering the election will become a directing force for all other regions.

You see, St. Petersburg is a special city. It is the kind of city where events crucial in shaping Russian’s History have been taking place for the past couple of centuries.

With former Governor Jakovlev’s leaving the post to join Putin’s team, who, according to some experts, eventually is to substitute «Family-oriented» Kosjianov in the rank of the Government Chairperson, Efimov V.A is going to be a praiseworthy replacement, as a highly moral person, experienced chief and a business executive armed with ground-braking modern knowledge of PSC and an extensive program of implementations at a regional «minimum» level and a state «maximum» level. As a result, the successful outcome of the elections will allow to change life of our people for the better not only within the city, but also nationwide.
